Sarah Havlin was born in Bangor, County Down and educated at Queen’s University, Belfast where she graduated in 1995 with a degree in Law.
She is a solicitor by profession who has worked extensively in the review of administrative boundaries in Northern Ireland over the last 15 years, including as Assistant Local Government Boundary Commissioner for Belfast City under the 2008 Review and as Assistant District Electoral Commissioner for the Divisions of Armagh Banbridge and Craigavon and Fermanagh and South Tyrone under the 2013 Review.
She was appointed by the Prime Minister as Parliamentary Boundary Commissioner for Northern Ireland in 2015. Sarah also has wide experience in administrative law and judicial decision making and has chaired various tribunals and formal public inquiry processes throughout her legal career. The Secretary to the Local Government Boundaries Commissioner is Paul Culbert.
The LGBC Office
The Commissioner is supported by a small secretariat made up of officers seconded from the NICS. The team is led by the LGBC Secretary, assisted by Sharon Donnelly.
Assistant Commissioners may be appointed by the Commissioner, to assist the Commissioner with the Review. Details of the recruitment of Assistant Commissioner for the 2021 Review will appear here in due course.
